The role of certification in managing uncertainty in aircraft development

The European Union Aviation Safety Agency (EASA) plays a pivotal role in ensuring the safety and environmental protection of civil aviation within the European Union and certain non-EU countries. One of its primary responsibilities is the certification of aircraft and related products, parts, and appliances.

The aircraft certification process involves several critical steps:

  1. Technical Familiarisation and Certification Basis: The aircraft design organisation presents the project to EASA when it has reached a sufficient degree of maturity. The latest safety and environmental protection requirements (certification basis) are established as the starting point for the certification process.
  2. Establishment of the Certification Programme: The applicant proposes a certification programme that covers the certification basis for novel or unusual design features and the means to demonstrate compliance with each requirement. This programme must be accepted by EASA.
  3. Compliance Demonstration: The applicant demonstrates compliance of the product with regulatory requirements through analysis, simulations, flight tests, and ground tests. EASA experts perform detailed examinations of this compliance demonstration.
  4. Technical Closure and Issue of Approval: If EASA is satisfied with the compliance demonstration, it closes the investigation and issues the type certificate, allowing the aircraft to enter into service.

This rigorous process ensures that only aircraft meeting the highest safety standards are permitted to operate, thereby safeguarding passengers and crew.
